In the city of Atlanta and DeKalb County, if you email them a repair bill from a State of Georgia licensed plumber, you can often receive a refund of the charges.
Here’s an example of how it will go: You hire True Plumbing or another trusted plumber to come diagnose and repair your suspected leak that is causing a high use in water and a large water bill. We find the leak and repair it. If it is a leak that is not going down the drain into the sewer system (for example: a leak on your water service line), we will document this in your invoice. The city will then refund a portion of the excess charges. On your water bill you will see that your charges are broken down into “water rates” and “sewer rates”. Example of Atlanta Water Bill Here The way the city accounts for water usage is by taking a reading on your incoming potable water and then estimating the cost of the dirty water going back down into the sewer for treatment. So, if you have a leak going into the ground or somewhere outside of the home, in theory you should not be charged for the “sewer rates” on that water.
